Airfare discounts attract over 90k foreign visitors: Gov’t

Discounted flight tickets offered by the Macau government in collaboration with airlines brought more than 90,000 international tourists to the city in 2024, a result the administration described as “satisfactory”.

The figure was disclosed by the Economic and Technological Development Bureau (DSEDT) in a recent written response to legislator Ngan Iek Hang, who had inquired about the impact of several government’s initiatives on international arrivals and the local economy.

The government also reiterated in the reply that its free ferry and direct bus ticket scheme from Hong Kong to Macau successfully attracted over 310,000 overseas visitors last year.

These initiatives were part of the MOP235 million (US$29.36 million) budget allocated by the government to boost international tourism in 2024.

For the current year, the Macau Government Tourism Office (MGTO) has renewed its partnership with Hong Kong–Macau bus and ferry operators to offer free cross-border tickets from May through December. However, the reply did not confirm whether discounted airfares would be reintroduced.

Macau welcomed more than 2.42 million international visitors in 2024, marking a 66 percent year-on-year increase and accounting for 6.94 percent of total visitor arrivals.

In the first five months of 2025, the city received over 1.14 million overseas visitors, translating to a rise of 17.1 percent year-on-year and representing 7 percent of total visitation. If this pace continues, however, Macau is likely to fall short of its full-year target of 3 million international tourists.

“This year, the MGTO will intensify efforts to tap into the European market and attract high-spending European business travellers by hosting large-scale international conferences in Macau,” the DSEDT noted in its reply.

One such event is the 50th Congress of the Portuguese Association of Travel and Tourism Agencies, which will bring around 700 Portuguese travel trade professionals to the city in December. 

“As the organiser of this congress, the MGTO will ensure participation from local tourism stakeholders in a bid to foster new business opportunities,” the reply added.
